I am from MA/CT/NY. Do I need a Rhode Island license?

Rhode Island will honor the licenses of all recriprocal states:
Connecticut
Massachusetts
New York
A Federal Angler Registry permit
If you do not have a CT/MA/RI license and live in another state you can either:
obtain a Rhode Island non-resident license ($10)
obtain a Federal Angler Registry permit (currently $15)

I had the understanding no license is needed for squid..I did not see mention for it in your post. Am I correct ?

That's correct. it's too bad though, it would probably help eliminate alot of the overcrowding and parking situation in Newport. Not to mention all the trash that I pick up everytime I go.

In an attempt to be a good guy I have mislead you, and got useful info. on top of it.
A license is NOT needed for squid. One more reason to love them.

Hello Suzy, I don't remember who the original person was that came up with the logo. I know you can copy and save the logo on your computer. I made a little sign and taped it to a 5 gallon pail.

RIDEM is toying with the idea of needing a license to catch squid. The exemption now is because technically they are not a fin fish. They are a mollusk and belong somewhere in the kingdom, phylum, class, order, family, genus, or species. I guess something stuck from high school biology over twenty five years ago. But they have been considering making it illegal to fish for the squid without a license.
I'm torn on this one. I currently hold 7 different licenses for this, that, and everything else, mostly job related with the exception of the saltwater recreational license and drivers license. I hate licenses for just about everything. And the majority of folks working the Goat Island Causeway generally are not recreationally fishing, I'd call it closer to sustenance fishing for food and survival. My gut tells me just say no to licenses.
Fines and cuffs work wonders for trash. I don't think a license would eliminate the litter. We've already got laws on the books for littering. How about enforcing what we've got before making new laws?

I can understand why they would want to require a license to require squid fishing because the gear used to squid is so similar to the gear used to catch fish that it would make it very difficult to enforce the license requirement for people fishing. Often fish are a bycatch while squidding.
It's my understanding that the funds collected for these licenses can't go into RI's general fund. That it stays within DEM's realm. I could be wrong though.

At heart, I would have to agree with you. Today, you can't go to the men's room with out a permit. I am all for enforcing the littering laws. But I have seen an instance or two in the past where instead of taking the time to enforce, they just shut down the place. The city of Newport could just put up a "No Fishing" sign and wave the problem away without having to pay the police to do it. The same with Fort Wetheril or Adams or Getty, as they are state owned. Maybe the threat would educate people on how to take out the trash you arrive with.
