Glow N Dark Floats

i found a float the other day at flinders beach and the bottom part of the float that is normally under water was glow n dark and the top bit was'nt it was just normal orange has any body seen one?

I believe they are used so you can see where your line is at night. I saw this at Queenscliff before. Also, the group that was using this seemed to have all the luck catching about 7 squid. Perhaps they may attract squid as well?
