That's for live baiting. They use a live Jack (aji) and when the squid locks on, they draw it closer to the shore, hook the 'yaen' on to the line and send it down. There is a stopper just above the bait and when it goes past the stopper, slacken the line to hook the squid.

And I'm sure you can get cheaper auto-gaffs too. Evergreen is not the cheapest brand around.
