Licenses are needed for finfish, not squid, seeing as how they have no fins. However, it might not be a bad idea to have a SW fishing license just in case you happen to catch a fish while taking you catch of squid. Besides, the fee is reasonable at $7 for the year, and it also would allow you to fish in NY, CT, MA as well as RI.
