Different things for different places is true. In our part of Japan we do let the jig hit the bottom, and often leave it for 20 or 30 seconds (in spring) but we let the egi drop straight down after a few jerks.
In Autumn we might use the tension fall and brief stay on the bottom but keeping it on or near the bottom gets the big ones.
