All fish are not strong yet as the waters need to warm a lttile more. The incoming squid run usually starts the run of everything aelse as they are chasing or feeding on the squid. There are the COW stripers moving north in May and then the hords follow. As far as a lure & speeds, they differ. Try to match what they are feeding on or get used to using buck tails as they are a good all year lure once they are mastered.
Blues- same thing, they are not really in yet but hopefully will be soon. They will hit anything a striper will and then some (sometimes a shiny hook will do).
Scubs ( i assume SCUPS) Squid pieces are good and you can catch more than one prior to re-baiting. When they are in for the summer they are excellent bait for live lining stripers.
As far as trolling for them in the river, I would concentrate on squid, maybe fluke and wait for the stripers or go out to the reefs at the mouth of the river to troll.
ALL the info you need for the Ft Adams launch is on pg 7. I think it was "Storkrd4" that posted the co-ordinates and pics of the launch.
