Haha, I always have these sorts of arguments with myself, how many rods, which rig on which rod, etc. If it is just you in the boat I'd go 1 bait rod (with smallish hooks, size 4-6, so you can hook whiting as well as flatties), 1 squid rod and 1 rod to cast SPs on - that should keep you busy enough without tangles. Give that a go for a couple of hours, and if you get no joy, then anchor up and start burleying. If you start catching squid then I'd put a squid jig on the bait rod, so you'll have 2 squid rods and 1 rod for SPs.
If you decide to try 2 jigs on 1 rod then try and make the jigs quite different to maximise your chances - eg. a small and a big jig, or 2 different colours etc <img src='http://www.squidfish.net/forums/public/style_emoticons/<#EMO_DIR#>/wink.gif' class='bbc_emoticon' alt='' />
