I have had success on low, high, incoming and outgoing tides. I believe (though, I have no scientific evidence, just observations) that the schools pass through the area, if there is enough baitfish they hang around, then move on. They then make their rounds to other spots and pass through again and continue the cycle throughout the day and night. The lights of the bridge and the lanterns used by fishermen tend to hold them in the area longer once they get there at night because the baitfish are attracted to the light. Hope this helps.
