During the run you can fish almost anywhere, especially with a boat. We found channel dropoffs worked. Drift till you find them and then anchor up. Chum them in and keep them there. Near well lit piers at night works well. If you don't have a boat, you need a well lit place that has a current running. We catch them all summer off the docks in the marinas at New harbor at Block Island.
For $20 it is well worth buying a Brinkman underwater light that clips to a 12 volt battery. it will bring them in to you and with some chum you should be able to keep them coming. Best of luck.
