The best times for fishing at night tend to be an incoming tide through high tide. Redondo is exceptionally bad at low tide times due to low water. Piers that have power to plug in are nicer. Les Davis Pier in Tacoma, Pier 86 in Seattle are good locations. Dash point is also good, and they have been doing fairly well squid fishing during the day as well.
Technique and squid jig color/size make a big difference as well.
I personally use a Metal Halide light 400 watts, puts out a lot of light, in a good color range. I also have used High Pressure Sodium lights, and have done well with those as well. For a lower cost, halogen is a good alternative.
