I think you may be looking at 09's moon table. Full moon is today/tonight, new moon on May 13th.
As for phases, IMO in general I like the onset of a full moon. (I believe the moon light tends to make squid a little more active) However, squids can be very unpredictable compared to other sea life. looking back at some logs I've had new moons on a low tide with a very strong bite. The darn things puzzle me every year.
Something interesting I read to today regarding an increase of phytoplankton due to the massive amount of flooding we had. Here's a link.
