Buying a small boat for the bay

One thing to remember when buying second hand, the motor and trailer make up about 75-80% of the price.

You can get a reasonable hull with no motor or trailer for next to nothing. If it is a cheap package on a registered trailer you can be guaranteed the motor is on it's last legs.

buying a hull only and getting new motor and trailer will end up more expensive but will also be more reliable.
